Our Story

Born to Modernise Government — and Still At It

Softplan was founded in Florianópolis, Santa Catarina, with a single conviction: public institutions deserve software as sophisticated as any private enterprise. At a time when digitising government workflows was considered aspirational at best, our founders began building the tools that would eventually power courts, highway departments, environmental agencies, and public administrations across Brazil.

Today, that founding conviction has scaled into a national footprint. Our products process billions of reais in contracts, automate thousands of administrative workflows, and connect judges, prosecutors, public defenders, road inspectors and citizens in a single, coherent digital ecosystem. The mission has never changed — only the tools have grown more powerful.

We have always operated under the belief that technology is not an end in itself. Every line of code we write, every product we ship, is ultimately aimed at one outcome: a public service that works better for the people who depend on it.

Our Journey

Three Decades, One Direction

Every major milestone in Softplan's history has been defined by a deeper commitment to public-sector efficiency.

1990s

Founded in Florianópolis

Softplan is established with a focus on developing tailored software for Brazilian government institutions — a niche most commercial software companies ignored entirely.

2000s

SAJ Platform Enters the Courts

The SAJ judiciary management suite begins rolling out across Brazilian courts of justice, public defender's offices and public prosecutors — fundamentally changing how legal proceedings are recorded, tracked and resolved.

2010s

Infrastructure & Administrative Expansion

Softplan diversifies into road infrastructure management with SIDER and government process automation with Solar BPM, growing from a justice-specialist into a full-spectrum public-sector technology company.

2018–20

National Scale & Strategic Acquisitions

Softplan expands its portfolio through strategic partnerships and acquisitions — bringing GPLA environmental licensing, SAFF co-financed project management, and 1Doc administrative process management under one roof.

Today

AI-Powered Public Services

A dedicated artificial intelligence division now runs alongside every product line, embedding predictive analytics, process automation and intelligent document handling into the platforms that millions of Brazilians interact with daily — whether they know it or not.

Our Mission

To make public services genuinely work for people

We develop technology that gives governments the tools to operate with the speed, transparency and accountability that citizens deserve — eliminating friction, reducing waste and restoring trust in public institutions one workflow at a time.

Our Vision

A fully digital public sector — at every level of government

We envision a Brazil where no public service is slowed by paper, manual processing or legacy inertia. Where a permit application, a court filing or a road-maintenance order moves at the speed of a well-designed API — and where every citizen feels the difference.

What Drives Us

The Principles Behind the Product

Values are not wall-art at Softplan. They shape product decisions, client relationships and the way our teams solve hard problems.

Citizen Centricity

Every feature we build is evaluated against one question: does this make the citizen's experience faster, fairer or more transparent? Government efficiency is not an end in itself — it is the mechanism through which real people get real help.

Radical Transparency

We build systems that surface information rather than bury it. Audit trails, open integrations and real-time reporting are not optional modules — they are foundational design requirements that reflect our belief that public data belongs to the public.

Deep Partnership

Our longest client relationships span more than fifteen years. We do not sell software and disappear. Implementation teams, change-management specialists and domain consultants stay engaged because transforming institutions is a long game.

Engineering Rigour

Public-sector software cannot afford downtime on court filing day or budget-closing week. We engineer for resilience, invest heavily in security compliance and maintain SLAs that reflect the criticality of the workflows we support.

Perpetual Curiosity

We were early adopters of cloud architecture in government, early investors in mobile interfaces for field inspectors, and early builders of AI modules for document classification. The pattern is intentional: we move toward the next useful technology before clients are forced to ask for it.

Responsible Growth

Scaling a platform used by judges, environmental regulators and infrastructure managers carries ethical weight. We grow deliberately — prioritising long-term institutional trust over short-term commercial speed, and maintaining rigorous data governance at every step.

How We Work

What Sets Our Approach Apart

Softplan's model for public-sector digital transformation is not a generic methodology applied uniformly. It is a discipline refined through hundreds of deployments across every branch and level of Brazilian government.

Vertical Depth Over Horizontal Breadth

We do not attempt to serve every market. Our three core verticals — Justice, Infrastructure & Public Works, and Digital Administrative Processes — are areas where we have built institutional knowledge over decades. That depth means implementations that actually fit, not generic platforms that need to be forced into shape.

Legislation-Native Design

Brazilian public-sector software lives inside a dense regulatory environment: procurement law, judiciary procedure codes, environmental licensing frameworks and fiscal responsibility statutes. Our products are designed from the inside out to reflect this reality, not bolted onto it as an afterthought.

Change Management as a Core Deliverable

Technology without adoption is a sunk cost. Our implementation model allocates substantial effort to training, process redesign workshops and change-champion programmes — because the human transition matters as much as the technical cutover.

Interoperability by Design

Government data does not live in silos — at least it should not. Our platforms are built on open API standards, integrate with national government data registries and are designed to exchange information across our product suite and with third-party systems, creating a coherent digital infrastructure rather than a collection of islands.

Embedded Artificial Intelligence

AI capabilities in Softplan products are not marketing labels. From intelligent document classification in court intake, to predictive maintenance triggers in road management, to anomaly detection in co-financed project expenditure — machine learning models run continuously in production environments, improving outcomes for real users every day.

Measured by Citizen Outcomes, Not Features Shipped

Our success metrics mirror those of our clients: processing time per legal filing, revenue recovered per highway-inspection cycle, permits issued per month. We monitor these numbers alongside NPS scores and uptime metrics because they reflect the purpose of the work, not just the execution of it.

Our People

The Mindset That Builds Public-Sector Technology

We hire people who find public administration genuinely interesting

That might sound obvious, but it is surprisingly rare. Building excellent software for courts and road agencies requires a particular kind of professional: someone comfortable navigating legal procedure one morning and database optimisation the next, who takes satisfaction in an outcome measured in reduced queue times at a public service window rather than a viral product launch.

Softplan's teams are multidisciplinary by design. Lawyers, engineers, public administrators, UX researchers and data scientists work on the same product squads — not in handoff sequences, but in continuous, direct collaboration. Domain experts are not consulted at the start of a project; they are embedded throughout.

We believe that institutional knowledge is a competitive asset. Many of our senior engineers and domain specialists have spent ten or fifteen years deepening their expertise in a single vertical. That continuity produces software with a quality that cannot be replicated by a team assembled from scratch for each project.

Domain-Embedded Engineers Developers who understand the workflows they are building for — not just the technical requirements document.
Long-Tenure Client Teams Account and implementation specialists who build multi-year relationships with the institutions they serve.
Dedicated R&D Investment Permanent research teams working on AI, cloud architecture and the next generation of government interfaces — not reactive feature factories.
Continuous Learning Culture Internal knowledge-sharing programmes, external partnerships with academic institutions and a structured approach to skills development at every career level.

Institutional

Technology That Carries a Responsibility

Software deployed at the heart of public administration touches people's lives in ways that commercial technology rarely does. A delay in an environmental licence can stall a community infrastructure project. A slow court filing system can mean a defendant waits longer for a fair hearing. We take that weight seriously.

Softplan's ESG commitments are not a communications exercise. They reflect operational decisions: the data centres we choose, the accessibility standards we build to, the governance frameworks we maintain, and the way we account for the social outcomes of the systems we create.

E

Environmental Licensing Integrity: Our GPLA platform has reduced the turnaround time for environmental permits at state agencies by up to 60% — removing bureaucratic delay that previously stalled legitimate sustainable development projects.

S

Access to Justice: The SAJ suite has enabled public defender's offices across Brazil to handle significantly higher caseloads without proportional headcount increases — expanding access to legal representation for the most vulnerable populations.

S

Safer Roads: SIDER's road-inspection and revenue-management modules have funded infrastructure maintenance programmes that directly reduce accident rates on state highways — a concrete, measurable public-safety outcome.

G

Public Expenditure Transparency: Our contract management and co-financed project tools give oversight bodies and civil society real-time visibility into how public funds are being spent — a structural contribution to fiscal accountability.
